BMSR services have been developed to meet the needs of today’s ship operators. These are aimed at assisting the ship operator in maintaining a compliant ship and therefore a ship less exposed to external disruptions to its service.

Many Flags claim to offer high service levels but in fact fall short of these expectations. BMSR understands that our ability to compete with so many other flags means BMSR must be ahead of the game when it comes to the level of service on offer with low costs and no hidden extras. Over the last decade BMSR have introduced a series of in-house initiatives specifically aimed at giving our clients the best possible service.

FREE - Barbados Ship Owners & Managers Association (BSOMA)
The development of BMSR services relies heavily on the input from the BSOMA to ensure the areas of most concern to our ship operators are addressed. BSOMA consists of the Council whose remit includes the operation of BMSR and the ratification and interpretation of international and national shipping regulations and the Technical Committee whose remit are operation matters arising from compliance.

Service Aim – To ensure that BMSR is kept closely informed of the issues that maybe remedied, by reviewing the way Flag State requirements are formulated and applied.

FREE - BMSR Safety Watch Programme
As an added precaution against ships being detained by PSC, BMSR provides an annual surveillance of Barbados registered ships carried out against a checklist continuously updated to reflect the current areas of ships which are causing the most cases of ship detention. This programme named Safety Watch runs off the back of ongoing analysis of PSC detention lists carried out by BMSR.

SERVICE AIM – Giving both the ship operator and BMSR an added assurance that Barbados ships will not suffer avoidable detentions.

FREE - BMSR Condition Mapping Reports and Condition Trend Assessments
All ships deteriorate over time. The rate of decline in standards onboard is indirectly proportional to the investment made in a ship’s maintenance. All Barbados ships are continually condition monitored by BMSR producing a graphical representation of the changing standards of the ship in the four most important areas, these being appearance, functionality, control capacity and maintenance. By using a baseline of the ships actual age for each set of results, a real time indication is given of not only the investment that is being made in the ship but also the effectiveness of the targeting of that investment.

Service Aim – To provide enhanced understanding by using condition trend assessment and move away from the crude indication of a ship’s condition given by the presence onboard or not of valid class and statutory certificates.

FREE - BMSR Bulletins
BMSR continually reviews new shipping legislation prior to its coming into force for the purpose of applying Barbados interpretations and introducing the new requirements to our ship operators in a straight forward manner. This information is provided to our ship operators in the form of the BMSR Bulletins which are also downloadable from the BMSR website.

Service Aim – To allow owners to be alerted to new legislation and how it will affect their vessels in goodtime.

FREE - BMSR Policy Statements
BMSR decisions regarding the application of legislation on Barbados ships are recorded as BMSR Policy Statements which are available to client companies on request.

Service Aim – To ensure that decisions reached, remain consistent and are applied evenly throughout the fleet.

FREE - BMSR 24/7 Emergency Contact Service
To provide an emergency 24/7 contact point for ship operators for their use where a ship requires Dispensation to allow it to sail for a period less than a month, with defective equipment or less crew than required by the Minimum Safe Manning Document.

Service Aim – Too enable vessels to sail on time when faced with problems that cannot be rectified immediately in that port. Dispensations are issued as scanned copies by email free of charge.
(Dispensations will only be issued where the merits of the application have been confirmed).

FREE - BMSR Consultation Service
This service is available to the ship operator to assist in the vessel reaching regulatory compliance.

Service Aim – Too assist client companies, with specific problems being encountered, while trying to bring a ship(s) into compliance. BMSR provides a personal and confidential service to our clients.

FREE - BMSR Partner Programme
Over 300 flag inspectors appointed in major ports worldwide. These inspectors are also available to assist ship owners if and when the need arises.

BMSR has Registrars based in Barbados, China, Egypt, Germany, Greece, Hong Kong, India, Indonesia, Japan, Malta, Netherlands Antilles, Norway, Pakistan, Russia, Singapore, Sweden, UAE and USA.

Service Aim – Too have BMSR representation at the main maritime centres.

FREE - BMSR Fast Turnaround Written Response Service
Over 300 flag inspectors appointed in major ports worldwide. These inspectors are also available to assist ship owners if and when the need arises.

Where communications are entered into with ship owners, their lawyers or ship’s operating companies, BMSR undertakes to provide written responses within 24 hours.

Service Aim – Too ensure that no undue delays compromise the processes requiring Flag State involvement.

CHARGED - BMSR Officer Endorsements Services
Applications for the issue of officer endorsements are processed quickly resulting with the issue of either the Endorsement or Certificate of Receipt of Application (CRA) allowing vessels to sail in accor-dance with their minimum manning levels at all times

Service Aim – Too ensure that when unforeseen changes in officers occur, BMSR is able to provide joining documentation quickly to prevent a ship being delayed.

CHARGED - BMSR Exemptions Service
To provide Exemptions from international requirements where a ship is prevented from reaching compliance by factors beyond the ships control. In such cases Exemptions may be granted by the Flag State evidencing that a risk analysis has been carried out, confirming that the vessel may operate as non compliant with no safety implications.

Service Aim – To enable vessels to sail without complying with international requirements where it has been assessed that the subject requirement provides no additional benefit.
