The trading environment for today’s ship owners and managers is more problematic than ever. The shipping industry faces extreme fluctuations in commodity demand causing cyclic charter rates, escalating fuel costs, more exacting legislative requirements together with stricter oversight.
Legislation today is written in a more prescriptive way and therefore intrudes further into the daily running of a merchant vessel. The older the vessel is, the greater the impact of current and future regulations. With our assistance, regulatory compliant ships will experience no or significantly reduced instances of service disruption caused by vessel delays and/or detentions.
To meet these challenges BMSR has developed a range of services which are aimed at assisting the ship operator in maintaining a compliant ship and therefore a ship less exposed to external disruptions to its service.
Where prompt registration is required we provide owners and their lawyers with simple checklists. Our fee structure is simple, initial registration fees include all certificates and documentation; annual fees include the maintenance of the CSR records and LRIT system as well as the issue of CLC confirmation certificates.
For dealing with the unexpected we provide the usual Exemptions and Dispensations issued in accordance with IMO direction, where short and long term non-compliances have to be dealt with. For dealing with short term problems, including certificates or surveys becoming overdue, vessels sailing below the Minimum Safe Manning Level or sudden equipment failures, BMSR provides a 24/7 service for the issue of Dispensations to allow the vessel to sail*, free of charge.
In addition we provide simple processes to handle ship registrations connected with Bare Boat charters both into and out of the Flag.
For new building projects shipyards are pleased to work with Barbados as we have not made any additional construction or outfit requirements to those already included in SOLAS regulations.
As an Open Register, Barbados does not exclude any nationality from any rank onboard our vessels provided they are in possession of the requisite STCW qualifications.
Classification Societies which are full members of IACS have been authorised to survey Barbados flag ships and where appropriate issue the relevant international certificates for and on behalf of Barbados. An independent body of over 300 experienced and qualified nautical inspectors has been appointed to carry out annual inspections of Barbados registered ships and to provide assistance to owners of these ships on request.
At BMSR we operate a unique and exclusive Safety Watch scheme and Ship Condition service aimed at increasing the owner’s knowledge of the true condition of their ships to identify and solve potential problems early before they become any bigger.
We keep our clients abreast of regulatory developments and operational matters through our regular information bulletins. We provide practical advice of new legal requirements and interpretations of existing shipping legislation.
We offer a personal tailored service to our customers available 24/7. At BMSR we intend to ensure that both the registry and the Barbados fleet remain a source of pride to all those associated with us.
If you are an owner/operator that presently do not use Barbados as one of your chosen flags we request that you take a considered look at what we have to offer as we truly believe our service level can only improve your operations further.
* The issue of Dispensations depend upon the individual facts provided with each application.
